This policy aims to reduce the deployment barriers of OpenClaw, a popular open-source AI agent (commonly known as "Lobster" in the industry due to its logo being a red lobster), and to deeply drive the industrialization of "AI + Manufacturing" through 12 specific measures.

The policy clearly outlines full-cycle financial and resource support: For local cloud platforms that set up an "OpenClaw Service Area" and provide free toolkits, a maximum subsidy of 1 million yuan will be given; companies using smart computing power platforms and purchasing data annotation services can receive annual subsidies ranging from 300,000 to 500,000 yuan.
In core application scenarios, Wuxi High-tech Zone will focus the development of OpenClaw on industrial large models. Projects that pass national-level registration for vertical large models will be awarded 500,000 yuan, while projects that achieve key technologies such as embodied intelligence or intelligent quality inspection using related open-source tools can receive support up to 5 million yuan.
In response to recent warnings from the Ministry of Industry and Information Technology about security risks such as "ambiguous trust boundaries" when OpenClaw is improperly configured, the measures emphasize a safety bottom line, requiring deployment to pass domestication compatibility certification and implement the principle of least privilege and regular penetration testing by cloud platforms.
