OpenAI has announced that starting in December, part of the usage allowance for ChatGPT Plus, Pro, and Business plans will be shared between ChatGPT and Codex, further advancing the integration of Work agent capabilities into ChatGPT's main interaction interface. This means that users' resource consumption across conversations, coding, and agent tasks will gradually be brought into a unified allowance management system.
According to OpenAI's announcement, the shared allowance will be measured in Tokens, and actual consumption depends on the model used and task complexity, with complex tasks requiring a higher allowance. Instant chat does not use the shared allowance. OpenAI expects that this adjustment will not cause most users to wait for allowance resets more frequently than they do now.
This adjustment not only involves changes to plan billing rules, but also reflects that OpenAI is integrating product capabilities such as ChatGPT and Codex, bringing conversational interaction, code development, and agent execution into a unified usage system. By using Token metering to differentiate resource consumption across tasks, OpenAI is expected to further optimize compute allocation while preserving the lightweight Instant chat experience.
