The Cyberspace Administration of China, together with the cyberspace administrations of Beijing, Shanghai, Zhejiang, and Shenzhen, and five leading large model enterprises, officially launched the "Artificial Intelligence Large Model IPv6 Capability Enhancement Special Action" today in Xiongan New Area. This one-year initiative aims to comprehensively support generative AI large models with IPv6, laying a solid network foundation for the intelligent era.
As AI large model applications flourish, token traffic is experiencing explosive growth, placing unprecedented pressure on network capacity. IPv6, with its 128-bit address "massive set of door numbers"—capable of assigning an address to each grain of sand on Earth—and efficient routing mechanisms and built-in security capabilities—is seen as the key infrastructure supporting large model applications.
Four Key Areas of Focus: API Calls as Core Metrics
This special action will focus on four dimensions simultaneously: enhancing the large model's IPv6 scalability, improving management standards, increasing the IPv6 support level of infrastructure, and promoting the IPv6 traffic expansion of large model applications. Particularly important is increasing the IPv6 access ratio of large model API calls, which means that communication traffic between future AI applications will fully migrate to the next-generation network protocol. The ultimate goal of this action is to promote the deep integration and innovation of large models and IPv6, driving the Internet toward a "native intelligence" direction.
On the same day, the IPv6 single-stack deployment initiative in Xiongan New Area was also officially launched. A "single stack" refers to a network that only operates with the IPv6 protocol and no longer relies on IPv4 compatibility. Xiongan will work collaboratively from four dimensions—strengthening fundamentals, widespread empowerment, enhanced R&D, and ecosystem development—with plans to achieve full-scale IPv6 single-stack operation in newly built areas by 2030.
2030 Goal: 950 million IPv6 Users, 42% Traffic Share
Recently, the Central Committee for Cybersecurity and Informatization issued the "Implementation Plan for Deepening IPv6 Technology Innovation and Integrated Application (2026–2030)", setting clear two-phase goals. By 2027, the number of active IPv6 users will reach 900 million, with network traffic accounting for 38%. By 2030, active IPv6 users will further increase to 950 million, with traffic share rising to 42%. IPv6 will be widely integrated into all fields of the economy and society, building a technically advanced and secure IPv6 industry ecosystem. From the single-stack pilot in Xiongan to the nationwide IPv6 promotion, this series of measures indicates that China is carrying out a systematic upgrade of network infrastructure for the era of AI large models.
