At noon on July 13, during the "Netizens' Rights and Personal Information Protection Forum" at the 2026 China Internet Conference, the "Self-discipline Convention on Personal Information Protection for Intelligent Agents" was officially released. Thirty-one leading industry enterprises, including Tencent, Baidu, Meituan, and LianShang Group, signed the convention on-site as the first representatives.
As an important self-regulatory standard in the artificial intelligence industry, the release of this convention fills the gap in specialized personal information protection regulations for intelligent agents (AI Agents) domestically. With the rapid technological innovation, the convention aims to guide the AI industry ecosystem towards standardization and healthy development by leveraging the exemplary role of leading enterprises, directly responding to the core requirements of the national "14th Five-Year Plan" for the safe and controllable development of artificial intelligence. Wei Ran, Chief Engineer of the China Academy of Information Communications Technology, provided a deep interpretation of the core content of the convention at the meeting, guiding AI companies to uphold the bottom line of user information protection while advancing technological iteration, and promoting the steady progress of the intelligent agent industry through industry self-regulation.
As one of the first signatories, Xu Peng, CEO of LianShang Group, emphasized that data security is the cornerstone of high-quality development in the AI industry. In the future, companies will strictly follow the convention's standards, building a personal information protection management system covering the entire lifecycle of intelligent agents, relying on high-level security guarantees to drive the innovative implementation of AI intelligent agent business. As intelligent agents gradually move toward full-scenario applications, the release of this convention marks that China's AI industry is accelerating into a new stage of refined governance that emphasizes both safety and innovation.
