According to the latest information, multiple core departments, including the U.S. Department of the Treasury, the Department of State, and the Federal Housing Finance Agency, have officially initiated the process of completely phasing out AI products from Anthropic.
In this technological transition, OpenAI has become the biggest winner. The U.S. Department of State has clearly stated in an internal memo that its original internal chatbot system "StateChat" will complete the switch of its underlying model, changing from the previous Anthropic model to OpenAI's GPT-4.1 model. The Department of State said that this adjustment is aimed at ensuring government office tools continue to receive the most advanced technical support and plans to provide more migration details later.
This large-scale "collective shift" was not accidental. Previously, senior officials in the United States had issued clear instructions requiring government agencies to reassess their relationships with Anthropic. The Pentagon even listed it on its supply chain risk list, which directly triggered a chain reaction. Treasury Secretary Janet Yellen and Federal Housing Finance Agency Director William Poole publicly confirmed on social media that their respective departments and related subordinate institutions (such as Fannie Mae and Freddie Mac) will completely stop using all Anthropic products, including Claude.
