The 16th Session of the Beijing Municipal People's Congress convened formally. The "Outline of the 15th Five-Year Plan for Economic and Social Development of Beijing (Draft)" submitted for review at the meeting revealed Beijing's industrial ambitions for the next five years. The report clearly stated that Beijing will further expand its emerging pillar industries, promoting the scale of artificial intelligence, green advanced energy, and low-carbon environmental protection industries to reach the trillions level.
Looking back at the past five years, Beijing's role in scientific and technological innovation has significantly strengthened. Currently, Beijing has successfully cultivated three trillion-yuan-level industrial clusters, including new generation information technology, science and technology services, and medical health, as well as seven billion-yuan-level industrial clusters such as intelligent manufacturing. These achievements have provided strong internal driving force for Beijing's economic growth in the next stage.
In future industrial layout, artificial intelligence has been given a prominent position. According to the "Outline Draft," Beijing will accelerate the cultivation of a number of AI-native enterprises and strive to build high-performance general intelligent entities. The goal is to achieve an application penetration rate of over 90% for intelligent entities and next-generation intelligent terminals by 2030. At the same time, Beijing will also accelerate the enhancement of the intelligence level of intelligent manufacturing equipment and explore new business models.
In addition to artificial intelligence, Beijing will strengthen several industrial clusters with significant capacity upgrades, covering fields such as integrated circuits, robotics, intelligent connected vehicles, new materials, and new safety and emergency sectors. Notably, the aerospace industry will also see significant development. Beijing plans to build a globally influential aerospace industrial cluster, promoting the full industry chain layout of commercial spaceflight, satellite manufacturing, rocket manufacturing, and low-altitude security industries, enabling the BeiDou spatiotemporal information to achieve larger-scale application and service innovation.
