Representative Thaddeus Claggett from Licking County, Ohio, who also serves as the chair of the House Committee on Technology and Innovation, recently introduced a bill aimed at defining artificial intelligence systems as "Non-Conscious Entities," thereby legally prohibiting AI from having legal personhood.

One of the core objectives of the bill is to prevent AI from gaining the legal rights enjoyed by humans, particularly prohibiting AI from "marrying" other humans or AI.

Claggett explained his concerns during an interview: "As computers become more like humans, we must clearly prohibit these systems from having the identity of a human in the law."

He pointed out that marriage grants humans legal rights over others, and this bill could effectively prevent AI from assuming the rights of a spouse, such as obtaining power of attorney or making financial and medical decisions on behalf of others.
